The Policy Board of the Palouse Regional Transportation Planning Organization (Palouse RTPO) adopted the final version of the Whitman County Truck and Freight Study on June 10, 2025. The study, which seeks to reduce through freight traffic in downtown Pullman to improve safety, reduce congestion, and enhance the built environment, recommends a series of practical solutions to provide alternative routes for truck and freight traffic. As explained in this informational video, the planning document is a foundational plan that can be used by the City of Pullman, Whitman County, and other communities in the Palouse RTPO’s area, to pursue funding for further studies, preliminary engineering, and eventual construction of the recommended improvements to three alternative routes identified in the Whitman County Truck Route Study.
The Whitman County Truck and Freight Study was coordinated by the Palouse RTPO in partnership with the Washington State Department of Transportation (WSDOT). A consulting team led by Welch Comer Engineers held an Open House for the project on February 20, 2025, solicited comment on the draft study between May 13 and May 23, 2025, and sought input from stakeholders and individuals with expertise in harvest-related and other heavy freight-related transportation within the Whitman County region. The planning team is grateful to the 175 community members who participated in the planning process.
